What Is Facility Management? | IT Passport Exam Prep | Office & Data Center Management
A breakdown of facility management (FM) concepts—managing facilities and equipment as business assets—including data centers and green IT, tailored for the IT Passport exam.
What Is Facility Management?
Facility management (FM) is a management activity that treats facilities and equipment as business resources and aims to optimize them. Targets range widely, including offices, factories, data centers, and stores. Key objectives include cost reduction, productivity improvement, safety assurance, and environmental consideration.
Main FM Tasks
FM tasks include managing real estate leasing, purchasing, and sales; maintaining equipment such as air conditioning, power, and disaster prevention; arranging cleaning and security; energy conservation and waste management; and coordinating with BCP. By integrating these activities, the entire lifecycle of a facility is made more efficient.
FM in Data Centers
Data centers require specialized facility management different from ordinary offices. Three elements are especially important: power, air conditioning, and physical security.
Power Management
UPS (Uninterruptible Power Supply) provides short-term power during outages, while backup generators prepare for extended blackouts. Power systems are duplicated to enhance reliability.
Air Conditioning Management
To efficiently expel heat generated by server operation, the hot aisle/cold aisle method is adopted. The appropriate temperature is set to 22–24°C, maintaining a stable operating environment.
Physical Security
IC cards and biometric authentication are used for entry/exit management, and surveillance cameras along with fire and disaster prevention equipment are installed. This protects equipment from unauthorized access and disasters.
Green IT
Green IT is a concept aimed at energy conservation and reducing the environmental load of IT equipment. PUE (Power Usage Effectiveness) is an indicator of data center efficiency. PUE is calculated by dividing total data center power consumption by IT equipment power consumption; the closer to 1, the more efficient. Power savings through virtualization and cloud consolidation are also promoted.
Key Points for the IT Passport Exam
The exam frequently covers the scope of FM, the roles of UPS and backup generators, the meaning of PUE (closer to 1 is better), and the concept of green IT. Memorize these terms with accurate distinctions.
Typical Past Exam Question Patterns
- "Which device supplies power without interruption during a blackout?" → UPS
- "What does a PUE of 1.5 mean for a data center?" type
Related Terms

Study Tips
Remember FM as "managing facilities as business resources" in one line. Distinguish UPS as a short-term and backup generators as a long-term power outage measure. Grasp the numerical meaning of PUE—closer to 1 means more energy efficient.
Summary
If you master the scope of FM, data center power and air conditioning, and PUE, you can score points on related questions. For comprehensive practice on the Management domain, proceed to Management Summary; for a full-length simulation, go to Practice Exam.
